They GOT clicks on those ads in the DC area, and while they don't have the personal identity of those people, they do have their location, several bits of their IP data, and of course, the fact that they're over 45 in the DC range searching for similar stuff, so it wouldn't be difficult to de-anonymize that data.

And they kept all that info in a manila envelope currently in John Oliver's hands.

By using data obtained legally from data brokers with regards to clicking of their own ads they set up targeting men 45 and up in a five mile radius of the center of DC.
