Every Pokmon that can learn fake out probably runs it, cant say the same for fake out. The two arent the same. Rilla will because of its ability. Make that ability illegal and see the usage drop significantly.

Normal is actually really good offensively, because it tends to have higher base damage. A perfect example is extreme speed, a base 80 damage +2 priority attack.

Afaik Normal is the only type move than can paralyze ground types.

Stun Spore and force palm paralyze as well.

And also thats only because of the priority.
Only other priority move sees that kind of play is first impression but only one Pokmon capable of learning I think. Fake out also sees a lot of use but thats because of its secondary effect of always flinching. Most offensive moves are picked for consistent accuracy, damage and coverage and normal attacks typically dont give that.

Normal type attacks are so uncommon the only viable Pokmon that uses them are H-zoroak.

Ghost is pretty much used only on stab, itll come in handy but its not so good or common youll be switching into shadow balls every game.

the Fighting weakness is the one thats extremely valuable here something you will be using every match.

Granted ghost normal is a good typing for its offensive ability and its immunities are just cherries on top.

To expand on it, offensively normal is the worst attacking type in the game as nothing is weak to it and it has a couple common resistances to steel and rock types which are common in competitive. Snorlax is probably the most consistently common normal Pokmon but how often in recent times is it recommended that it carry return over something like heavy slam or high horsepower instead? And shadow ball/claws are the only real viable ghost moves but you only see them on Gengar and Mimikyu at this point. The first would likely sludge bomb instead and the second would probably play rough.

Only one immunity is practical though. And even then ghost type offensive moves arent all that comic to go up against.
