That is how people treat the signs a lot if the time, yes. Road design affects the speed traffic actually goes at far more than a sign does. You want people to drive slower, make the lanes narrower, put trees close to the road and other such things that makes going fast feel scary. If the road feels like an interstate, people are gonna drive fast regardless of your posted speed limit.

Ok, yeah, maybe if it is a good sized restaurant with good airflow they could distance tables enough. A lot of times guidelines are set up to create an appearance of doing something without being too burdensome though.
