Diluc's hang up is that it's super hard to get cons, there's no good claymore in general (most cases Serpent Spine is BIS), and he needs one of the most contested support characters in the game to be useful (Xingqiu).

He's super versatile, super consistent, no ICD, can be swapped without detriment, can plunge on a flat surface, and his burst is basically always ready

The cops this afternoon did their job. They responded very quickly to the scene before more deaths could occur and took the bastard alive. It highlights how much better the bad apples could do. but no need to take away from the cops that responded to this crime.

The problem isn't with a specific unit of cops. It's an institutional problem.

The specific cops did a good job in this specific situation. Things would likely have been different if you change out the cops or the perps race or both.
