CITY HALL — City taxpayers will not have to pay a single penny to the bloodied and bruised doctor who was dragged off a United Airlines airplane April 9 after he reached a confidential settlement with the airline.

Dr. David Dao's lawyers confirmed Friday that the settlement includes a provision that prohibits him from suing the city, even though his nose was broken, two of his front teeth knocked out and he suffered a concussion at the hands of three city Aviation Security Officers. Those officers have been suspended with pay while the investigation is ongoing.

At an April 13 hearing, several aldermen said they thought it was a forgone conclusion that they would eventually have to approve a massive payment to Dao to settle his claims stemming from the incident captured on widely seen videos.


"You should apologize to the whole city of Chicago and the taxpayers," 37th Ward Ald. Emma Mitts told Aviation Commissioner Ginger Evans.

Dao was on his way home from O'Hare to Louisville on April 9 when he was ordered off the plane to make room for United contracted pilots. When he refused, saying he had appointments with patients he had to keep, Aviation Department officers dragged him off.

The videos show officers pulling Dao, bleeding, from his plane seat and dragging him by his arms down the plane's aisle. Other videos show Dao jogging up and down the plane's aisle and leaning against a curtain, bleeding and saying, "Please kill me."

United CEO Oscar Munoz, initially said Dao had been "disruptive and belligerent" and the airline's crew "followed procedures" during the incident.

Later, Munoz apologized and described the incident as "truly horrific."

Dao's lawyers said Munoz had done "the right thing" while announcing the settlement.

"United has taken full responsibility for what happened on Flight 3411, without attempting to blame others, including the City of Chicago," Dao's attorney Thomas Demetrio said in a news release. "For this acceptance of corporate accountability, United is to be applauded."

Evans also apologized for what happened during an emergency hearing of the City Council Aviation Committee. Evans said Aviation security officers would no longer wear uniforms that used the word "police" and they'd been told to identify themselves as "security" even before the incident.

“I want to express our extreme regret for the actions of our officers," Evans said.

Documents show that officers told supervisors they used "minimal but necessary" force when removing Dao.

On Thursday, city officials fired Jeff Redding, the head of the security force charged with protecting passengers at O'Hare and Midway airports.

This is just a guess based off of interviews, but maybe it's because of the shorter term contracts they offer their writers and artists? If a new creative team comes along to replace the old, they seem to pick their preferred set of characters to work with instead of working with the same set the previous creative team used.

The impact of the bomb was so huge that it blew up at least 500 Pakistanis and an equal number of IS operatives.
So, while India seems pleased with the result of the US bombing, not everyone else is. Reuters reports that former Afghan president Hamid Karzai accused his successor on Saturday of committing treason by allowing the U.S. military to drop the largest conventional bomb ever used in combat during an operation against Islamic State militants in Afghanistan.

Karzai, who also vowed to "stand against America", retains considerable influence within Afghanistan's majority Pashtun ethnic group, to which President Ashraf Ghani also belongs. His strong words could signal a broader political backlash that may endanger the U.S. military mission in Afghanistan.

"How could you permit Americans to bomb your country with a device equal to an atom bomb?" Karzai said at a public event in Kabul, questioning Ghani's decision. "If the government has permitted them to do this, that was wrong and it has committed a national treason."

"I decided to get America off my soil," he said. "This bomb wasn't only a violation of our sovereignty and a disrespect to our soil and environment, but will have bad effects for years."
Ghani's office said the strike had been closely coordinated between Afghan and U.S. forces and replied to Karzai's charges with a statement saying:

"Every Afghan has the right to speak their mind. This is a country of free speech."
Public reaction to Thursday's strike has been mixed, with some residents near the blast praising Afghan and U.S. troops for pushing back the Islamic State militants.

As United Airlines struggles to recover from the public relations disaster sparked when a passenger was violently removed from a flight in Chicago, the airport security officers involved in the incident are facing tough scrutiny.

Officials in the midwestern US city are looking at why the three officers -- all now placed on administrative leave -- were on the plane in the first place, amid criticism from elected officials and the United pilots' union.

The officers -- who are unarmed and meant to back up local law enforcement -- were called by airline employees after the passenger, David Dao, refused to give up his seat for crew that needed to be repositioned for other flights.

The resulting altercation left Dao with a broken nose, concussion and other injuries, according to his lawyers, who have said he is likely to sue.

But Jeff Redding, who is in charge of safety and security at the Chicago Department of Aviation, which operates O'Hare International Airport, says airport security officers are not supposed to respond to such calls.

"If it is a customer service-related incident, then you don't need to board the plane at all," Redding told a group of Chicago city council members on Thursday.

The official however could not immediately say how his officers were instructed about the use of force.

The agency did not immediately respond to AFP's request for comment.

Once the officers were on the plane, they bungled the situation, according to United's pilots' union.

The United Master Executive Council on Thursday accused the security officers of actions that were "grossly inappropriate."

"For reasons unknown to us, instead of trained Chicago Police Department officers being dispatched to the scene, Chicago Department of Aviation personnel responded," the union said.

The airport security officers, while required to meet minimum police standards and go through academy training, are not in fact police, and cannot carry guns or arrest people.

"We are going to thoroughly review every aspect of our operation," said Chicago's aviation chief Ginger Evans.

The Port Authority of New York and New Jersey, responsible for the major airports in the New York area, sent out a new directive Friday noting that their officers would not assist in removing a passenger in an overbooking situation.

United Airlines is also making policy changes:

United Airlines has changed its booking policy after a PR nightmare caused by passenger David Dao being dragged from one of its flights.

A spokesperson for United told TheWrap in a statement that it has updated its policy to ensure that “situations like flight 3411 never happen again.”

“We issued an updated policy to make sure crews traveling on our aircraft are booked at least 60 minutes prior to departure,” the United spokesperson told TheWrap on Friday. “This ensures situations like flight 3411 never happen again. This is one of our initial steps in a review of our policies in order to deliver the best customer experience.”

Meanwhile, three officers still suspended.

Jason Powell, a passenger on the same United Airlines flight as David Dao, said that one of the three officers was “laughing” as he dragged the 69-year-old doctor off the plane.

“It was the worst possible model for my students, and frankly, was traumatizing to many of us who watched this from such close proximity,” Powell wrote.

“I was appalled at how United Airlines and the officers handled the situation, but I was also encouraged by my fellow passengers’ attempts to interfere — despite how helpless we all felt,” said Powell. “Some passengers audibly protested to the officers, some stood and removed themselves from the plane rather than continue to witness the abuse, and one father, while trying to console his 8-year-old daughter, confronted the officer saying, among other things, ‘you ought to be ashamed of yourself!’ These are the models of which I hope our children will see more.”

Dao, who was taken to a hospital following the incident to be treated for injuries to his face, is set to file a lawsuit against United Airlines.

The three Chicago Department of Aviation officers have all been suspended, Chicago Mayor Rahm Emanuel’s administration announced.

Also it seems like the $1350 wasn't a "maximum" but rather a "minimum". Otherwise, Delta would not be making this change to their policy.

With all of that trudged through, what we arrive at is the following: $1350 is the MINIMUM airlines can legally get away with paying passengers to involuntarily get off of flights that the airline’s gambles went south on (as long as the tickets for those flights went for $337.50 or more). It is by no means a maximum of any sort, except to the degree that the maximum amount airlines are willing to pay before resorting to violence against their own customers is whatever is the absolute minimum they are required to by law.
