I think a lot of what he says is just stupid and incoherent and spoken in incomplete sentences, so people read into it whatever they want. Like Trump is trying to talk about why there's unemployment, for example, but Trump's an idiot who knows absolutely nothing about unemployment, so he says "There's, you know, there's a tremendous - a really big, really nasty - tremendous effort, from, from the people - bad people - who will benefit America not producing. And believe me, we aren't producing. We used to produce, but now we aren't" and sure OF COURSE Vlado's going to listen and think "Aha! He hates the Jews, I mean globalists, as much as I do!" But is it a dogwhistle, or is that giving too much credit to someone who we already know is stupid, uninformed, and terrible at public speaking? I think there are some that are obvious, because you can see how some of his speeches went through revisions. But those cases had other, smarter people working on them.
