Naw, that's one of those things that keeps me coming back, too -- and not just because water sources are prized moneymakers. The downside is populating the settlements is kinda bland (at least in vanilla) and size is tied to Charisma, so I usually just end up building a giant Potemkin village that won't ever see any citizenry.
