I think they would have checked the Squirtle vs Umbreon ballots as they did for the winners, and the winner of that would face Excadrill for the final spot. so if Umbreon beat Squirtle head to head, the overall result wouldn't have changed

if Squirtle beat Umbreon and Excadrill head to head, however, then it could have been Chandelure/Charizard/Squirtle, hypothetically
