I feel like 13's problem was it removed the illusion of non-linearity. Yeah. I replayed it somewhat recently and the first 60% of the game is literally a series of hallways with little effort to disguise that. I think my biggest issue on my first playthrough, though, was how the game just immediately bombards you with a bunch of lore speak with little context. All of the jargon left me clueless as to what was happening for half the game and I didn't realize until much later that they apparently expected people to read the data logs.
