In Canada the deadline is the end of April and employers etc. have until the end of February before they need to issue you your forms. With mail delay, it's possibly that you don't get all your forms until mid/late March, so I don't know anyone that does their taxes before April. My W2 from my job was available mid-January and my forms from financial institutions are usually available by late February.
