So I dont think you can get it without beating Flame Mammoth and Storm Eagle, and those are always #2 and #3 for me. Buster upgrade is normally obtained in Sigma Fortress 1. After... you know. The fight is relatively simple with Rolling Shield, but Buster Only is a pain in the dick because being slightly off means the entire shot pings for 0, and it takes forever to charge another shot. That does 1 pip of damage. And I think you can also drop charge if you get hit with certain attacks.
