If mass bumping is only a ToU violation when it's done when the board is active, which is literally what you said, then no, what Pleinair does is not a violation.

It's generally an active social board, not necessarily active during the middle of the freaking night.

Needless to say, this is the best topic I've ever seen.

And why is that? What crime has Pleinair committed? The worst thing I've seen her do is keep her AMP up, which Luster here does a hell of a lot more than she does.

Other than the fact that bumping old topics with no content like Pleinair's on active social boards such as Board 8 are blatant ToS violations, keeping her AMP up is something that can be achieved by secret board hunting, where she won't be bothering anybody and still have a zillion posts or whatever the hell she's trying to accomplish.
