But WW1, if we'd have sent troops earlier, we'd have SIGNIFICANTLY improved it and prevented tons of deaths, including Americans. Instead Wilson was delusional throughout regarding how the war would play out, and how far Germany would go. Even after the Lusitania sunk, we didn't enter the war for two years, and we responded to a German threat to sink even neutral ships in the war zone with "nah they're bluffing this time".
