Most people living in Eastern Europe and Southeast asia just have japanese or european psn accounts because this is a known issue.. Steam delisting the game in those regions was really where things broke down.
I really don't think the reviews or refunds had anything to do with it. Someone there figured they could actually get in trouble for fraud or something and decided they had to let it go.
I have no clue why people are even considering this the worst case in the series.For me a lot of it is that this could very well be the last time we see these characters, particularly Maya, and it's wasted on this.

One, Steam is not officially available in China. People who live there are required to use Steam China, which Helldivers 2 is not available on. Every Chinese person playing the game was already breaking local law.
Two, Sony doesn't ban people for making a PSN account in another country.
The 'outrage' around this is pretty silly, considering how tiny a percentage of players are in markets without PSN (especially since you can make a PSN in other countries, which people like Shuhei Yoshida have encouraged doing), and how the game was announced to require a PSN account from the start, only to disable it due to server issues. Most of the review bombing is from people this won't affect who'll just make an account and move on.
