Let's see, I convinced the Khans to leave the Mojave (I know you can technically convince the Khans to ally the NCR but Bob wouldn't murder Papa Khan) and I just finished Veronica's questline. In the middle of the BoS quest which I'd have to do anyway for the NCRI tried killing PK, but I hated the... "fallout." *boo!* lol
They just got someone who is known for being bad at endings.

Basically all of the people, it's really not a subtle reference.I own a first print GN of the mini-series, I saw Watchmen in the theater, and I've seen on-line references to it since then, but it still took me a while to figure-out where those original scenes came form. At first, I thought that the "crying Rorschach" panel reskinned actually was a reskin of the "crying Joker" panel (not Batman's Joker).
