MIAMI A 15-year-old and a 16-year-old turned them in to authorities after they were reportedly caught on video last Sunday throwing trash into the ocean, officials said.
The Florida Fish and Wildlife Conservation Commission said that two people were seen on video emptying garbage cans full of trash into the Atlantic Ocean before going back to Boca Bash, WTVJ reported. Boca Bash is an unsanctioned boating party off the coast of Boca Raton, about an hour north of Miami. The video has since gone viral, according to CBS News.
Both teens are facing a third-degree felony charge, according to WPTV. That charge is for causing pollution so as to harm or injure human health or welfare, animal, plant, or aquatic life or property. The charge comes with up to a $50,000 fine or up to five years in prison, according to WTVJ.
The illegal dumping of trash in our marine environment is a serious crime, and we worked closely with the Palm Beach County State Attorneys Office to determine appropriate charges, said FWC Chairman Rodney Barreto, according to the news outlet. Callous disregard for Floridas environment will not be tolerated. This is a teaching moment for all those involved -- Floridas natural resources are precious, and we should all do our part to protect them.
FWC officials said they are working with the Palm Beach County State Attorneys Office on the charges, according to WPEC.
The Florida State Attorneys Office has about 30 days to decide if it will try the two teens as adults, WPTV reported.
Florida Litter Law says that anyone who dumps over 15 pounds of trash into a body of water is guilty of first-degree misdemeanor, WPEC reported.

Darren Reitz usually goes fishing for some "peace and quiet" then he caught what he could only describe as a "monster." It was a fish so big, it may have broken a U.K. record.
The 34-year-old East London man, a self-described amateur fisherman, was enjoying a day on a lake in Maldon, Essex, when he came across the aquatic beast. Reitz told CBS News partner BBC that he was at Chigborough Farm and Fisheries with friends when he suddenly felt a bite on his fishing line. It took nearly an hour and the help of his friends to get it out of the water.
"My wrist is still hurting from reeling," he told the BBC. "... Three of my friends got into the water with nets because it was that big and I was so worried we would lose it."
But they didn't and everyone was shocked when they finally saw just how large the fish was.
"It was a monster," Reitz said of the catfish, which weighed in at an astounding 143 pounds. The potentially record-holding fish was nicknamed Scar and was released back into the water.
A catfish of that size isn't common in the U.K., and it's believed this one could be the largest fish ever caught by rod in freshwater in the U.K. The previous record was a 130-pound catfish.
But Chigborough Farm co-owner Paul Tallowin told the BBC that this is the biggest fish that has been pulled out of the farm's lakes but he believes some uncaptured ones could be even bigger.
"The catfish put on about 7 pounds a year, so this one would be about 45 years old," he said. "I am sure some are a bit bigger. It all depends on what they have to eat."

Take-Two Interactive is reportedly shutting down two of its studios: Roll7 and Intercept Games. The former is known for Rollerdrome and OlliOlli while the latter was working on Kerbal Space Program 2.
According to Bloomberg, Take-Two will be offering severance agreements to the developers at Roll7. Additionally, since Intercept Games is based in Seattle, Washington, Take-Two is subject to the WARN act, which states that employees must be given at least 60 days notice before being laid off.
As a result, a notice was filed with the Washington State Employment Security Department today that stated Take-Two would be laying off 70 employees, which is roughly the number of people at Intercept Games.
With the studio effectively shutting down, the fate of Kerbal Space Program 2 is unclear. In a statement to Game Developer, a spokesperson said that the game's publisher, Private Division, would continue to support it. The game is currently still in Steam Early Access.
Last month, Take-Two announced that it would be cutting its workforce by about 5%, as well as cancel some unspecified projects as part of ongoing cost reductions.
