I got Dead Rising 3 from my uncle before getting an Xbox One, and I've bought a few retro games from garage sales, flea markets, etc. without owning the systems too.
I bought Halo 3 before an Xbox 360, but in that case my friend and I were playing it on his console.

i had SoulCalibur IV and Tekken 6 months (or maybe a year) before I got my PS3.

I wouldn't consider it a bad poll idea. I actually asked Allen a question regarding PotD submissions last year and this was my question and Allen's response:

What is the overall rejection rate for PotD submissions? This would not include submissions that did not get reviewed for whatever reason, like those pulled from the queue.

From the looks of things, it has to be an extremely high rejection rate based on how a lot of users have posted about their PotD submissions being rejected, even when they were extremely well-written and followed all of the guidelines listed on the submission form.

If the PotD rejection rate is very high like I suspect, why is the rejection rate so high in comparison to other contribution types?

It's pretty high. We've run close to 6500 PotDs and it's pretty hard for people to come up with poll suggestions that aren't just variants of polls we've already run or things that don't really make sense to poll about due to skewed variables or just content that doesn't appeal to our crowd.

I preordered and bought Doom 3 on PC.
It was not capable to be played on Windows 98 and my graphics card probably would not have been able to run it anyway. It was two and a half years till I had a capable pc with xp and fx card to play.

All of the cases I've seen in the topic asking if they count, I do see them counting, since the focus of the situation is first and foremost the game in question, then the actual access to the console. As far as having access to someone else's console, that counts too. I'd actually only see two scenarios for it not counting:

1._The console in question was bought or preordered BEFORE having bought the game for it.

2._Having a borrowed console (e.g. having it at your house/roomate's, traveling with it, etc.). This excludes having it at a friend's house, since you don't quite have the console.

I'm glad that this was a well-received idea and turned out to be much more common than I expected. It's a shame, though, that the rejection rate is so high for the PotD's. Thanks for the info, Luster.
