Cyclops' inability to control his power isn't an inherent thing. If Rogue took it, she'd be able to turn them on and off. The reason he can't do it is because he was in a plane crash as a kid and suffered brain damage.
Cyclops' eye beams aren't lasers, they're concussive beams because his eyes are portals to a beam dimension
