I dunno, sometimes I'll see something that has me blocking and then I immediately unblock because I realize I overreacted in the moment and it's not that bad.
My general policy is if I block someone it's because I'm trying to remove their existence as part of my experiences with this site so nobody who I feel deserves to be blocked do I ever intend to remove from the list.
Count Corvinus is actually one of those people lol and I imagine they do what you're talking about because people dogpile on them and give them a ton of shit and they get flustered with particular people so they block them. However, since that account exists to agitate and troll others, they undo their block list because if they block everybody then they'll have nobody to troll and make shitposts for.
Basically, they need an audience, however even trolls still have emotions and can block people in the heat of the moment.
