This sounds like those horrible debtor prison models they had in Europe a couple hundred years ago. They threw them in jail for debt and while they were there they charged them for staying there so they never could get out of debt.

No, I think the simple motivation is "criminals are scum, let's punish them and make them PAY". It's literally just that, with no further thought about the consequences or harm that causes.

Nah, it's both. For profit prisons love this shit, because if you're too poor and desperate to survive without resorting yo crime, you'll go right back to the place that profits from your incarnation. Stripping away your right to vote is a bonus to Republican politicians.
