There isn't always a fee, especially not at shopping malls.
It's usually 50cent for the cleaning lady at the place, and I think people with intestinal disorders need it especially clean, so... Yeah, just pay it.

It isnt that the government knows how much you owe, its that the government is wrong about how much you owe and you have to tell the government you owe less through countless deductions and tax credits. In other words, the government only knows how much you made, and the tax you owe regarding that; nothing else (e.g., you have a dependent = tax credit, you installed solar panels = tax credit, you paid interest in student loans = tax deduction).
As an American, I never have to pay to use the washroom. And its great.Can you tip me?

I didnt know this was a thing in so many other countrys. Went to Columbia for vacation and found out the hard way when I took a stroll through Bogota outside the tourist zones.
If I didnt have spare cash on hand that would have been inconvenient to say the least.
