Has it always been against TOS to discuss *exploits* in online comp games?

I'm not positive, but I would imagine it is. I think you can talk about the exploit itself, but you can't explain how to do it. So in your example, you could say that there's an exploit that let you launch sticky bombs into the enemy's spawn, but you can't explain how you would do that.
