So, just how much room do the mods have on the third point of rule 9?The wording of that rule hasnt changed so presumably neither has the situation in practice. This has always been one rule that has been pretty clear - general discussion of the subject (including legal status) or a celebrity's use of drugs is fine, talking about your own personal use is not (but will rarely get more than an NKL), and setting up deals is waaaay crossing the line. Discussing fictional use is also acceptable.
* Can we here on CE still talk about the legalization and decriminalization movements, or about how the legal system is incentivized to treat users of these substances (including those who started via a doctor's prescription for actual medical conditions) as dangerous, nigh-rabid animals rather than human beings suffering from major health problems?
* Can discussions be had about media that prominently includes such substances (e.g. The Amazing Spider-Man vol. 1 #96-98, the "Green Goblin Reborn!" arc; Grand Theft Auto V 's characters of Barry and Trevor, etc.)?
* Is the three-digit number commonly associated with one of those substances forbidden from being typed out, even in a context separate from the substance itself?
* Does alcohol fall under the rule, too?

The way l understand it, l could be wrong, they first turn the board private for mods only.
Then they delete everything in it and turns off the ability to create topics.
They do this, instead of just deleting it, to prevent things to break anything that links to it.
Which means that yes, they can be re-opened as empty boards if they really want to.

MisgenderingI doubt they're going to mod anyone for a genuine mistake. Unless the user can show a history of correcting *you* on it (and even this one is iffy tbh, because not everyone pays attention to usernames; although the flip side is anyone who doesn't pay such attention should probably be defaulting to "they" rather than "he" when referring to other users) or has it somewhere unmissable like their sig, you probably won't get hit for a case like that I'd think.
