How does one go about doing this? I heard local volunteering was a good option.

Meetup.com may also work but I personally haven't had great results with that, maybe it will be different for you

My biggest problem with meeting people irl is not having any details about them on hand.

I'll see people and then confuse them with someone else or even worse walk up on someone like I know them but in reality they just look similar. Never happens online but when it happens once irl it's enough to deter me a bit.

I lean on sports, cycling, golf and tennis to meet people. I tend to meet married couples and the likelihood of confusing them both goes down a lot

but how many actual 'new users' do you think this board has had in the last five years? probably less than 100, and i think that's being generous.
