It's not his sister, it was a joke that they looked alike.

That said, apparently several people who did think it was the sister posted "Nothing wrong with this," which made it go from a joke to just... A hilarious confession, from certain types.

If they were related how would Twitch ban them? I don't think you can ban someone on the grounds that it is creepy. But since they are doing it , it is not technically illegal.
