pretty clearly supposed to be a ruined underwater city (albeit rendered in 90s graphics), so you'd be objectively wrong regardless.
It's a shame that the Japanese name for it is just a bad transliteration from English, otherwise the implied context would be obvious.
But the fact that every other zone name is a compound name (Angel Island, Marble Garden, Carnival Night) has
