I would rate 2>Thug>1.
2 was probably the tightest and best designed levels. Thug is probably the best overall game but to me its leaned more into rail slop levels everywhere without regard to aesthetics. Kind of like a disney land of skateboarding. 1 is awesome and iconic even without manuals but 2 just makes it them glaringly absent in retrospect.
