Namor, although a Batwoman, Superboy, or Tick movie might be neat. I like Red Hulk, but his story would kinda be iffy unless it was being handled as some weird origin story where he's a villain in a Hulk or Avengers movie then face-turns at the end.

The Spectre is literally a god, so it would end up being awesome cause you would need to find someone who can actually match up to him. Possibly Superman or something.
Which leaves the door open for an origin movie or having him confront more existential threats like losing his identity. Otherwise they could contrive some scenario where his powers are being stolen.... or they could just underpower him.
