The whole "control/consent" way of judging crimes is kind of silly tbh, we know interactions within the brain are deterministic. It's not really relevant whether or not he's culpable anyway, the justice system shouldn't even be about punishment, it should be about removing or rehabilitating harmful people, putting him to death (or locking him up) shouldn't be considered a punishment to begin with, but rather a necessity.
