This is pretty typical for California. The CRV charge hardly operated as a true deposit to begin with due to the difficulty and inconvenience of having to find and travel to specialized recycling centers in order to get the deposit back (in contrast to California,
I have lived in other states where they allowed can returns at grocery stores that had machines to automatically process them and issue a deposit refund on site).
It really worked and was designed as another form of taxation, which was kind of made clear by the fact that they charged sales tax on the CRV "deposit" itself.
At least it's more transparent now that the few recycling centers that did exist appear to be closing.
