Canada has been complaining about this for around a decade. Immigrants follow a trail through the woods to get to canada. The US has been very much OK transfering immigrants to canada and some cities even offer free bus rides to this trail. Every winter, Canada finds a few dead frozen immigrants around the border. Some shady guys offer them rides to the border and just dumps them in the woods in the middle of the night.
