Yeah I had a similar thing happen to me as well, except while cars can affect other NPCs in cutscenes, enemies can actually attack you and inflict statuses in cutscenes as well. Time seems to run in conversations too. Gets pretty dang janky.

Menu gets broken too, but if you deload the world and reload it everything gets fixed.
