Black excellence is celebrating the success of Black people. It is not taking away from the success of other people, it is simply expressing joy for the success of Black people.
So if you replace Black with White in your post, is it still okay?
On paper, yes. HOWEVER, that would totally be ignoring the whole reason for the hash tag. It's the fact that White people and their successes are constantly being acknowledged. Look at history books.
