HOWEVER (and it's a BIG HOWEVER) this is also a REALLY dumb point. When we talk about a YEAR it's UNDERSTOOD to be January 1 thru December 31! Nobody brings up a year and then says "Which year do you mean, the year that started on March 26 2019 or the year that started on January 1 2019?" There is a CONVENTION.
