idk, I see a lot of issues. The material on the cloak is waaaaay too thin for a real cloak. It just looks like somebody's bedsheets. Then, as others pointed out, you can see folds in the "skin" part of his shirt and the patches of pink are visibly separate pieces of material. Granted, it's not a bad cosplay, but it's not really a convincing one either.

He's got a good facial expression, though.

The arms are fabric because the pink bits would look absolutely terrible if they were painted directly onto his skin (not to mention needing to be reapplied every time this costume is worn). Fabric folds when bent. Seeing the fold in his arm while it's bent is perfectly fine.

The back of the cloak is probably made of a thicker material than the stuff on his shoulders/chest, since the way it folds up on the floor DOES look like a thick fabric. Take a sheet and hold it above the floor, you won't get folds like that. You'd also probably be able to see through a thin white fabric a bit, but his cloak is totally opaque. The folds on his chest and shoulders don't look so great, but I'd chalk that up to trying to replicate the anime art, which...did not draw fabric elegantly. https://static.comicvine.com/uploads/square_small/10/100757/2136298-piccolovsandroid17..png

I personally think this guy did a really good job, and I'd like to see you do better.
