There's two ways to deal with a homeless person outside your business.

1) One way, involves making sure there's more and more homeless around, then either one of two things happens: They all seemingly leave (most homeless don't like other homeless), or there's sometimes a massive fight between them, among other things and the cops are forced to get involved. They always move them all on. (Ideal during the quiet months at your business, as it could effect the customer-base)

2) The second way is to make it unattractive as possible -- if there's one outside make sure the music is loud enough to not let them sleep during the day, and then have renovations done during the night, again just inconvenient enough for them to not be able to sleep, make sure there's never any silence. They tend to move on, then... (More expensive, but ideal during your active season, as it's low effect on customers)
