What about the Pokemon that are canonically established to have intelligence on par with humans, if not smarter, and thus would be able to consent?
I feel like that matters very little given how Pokmon are conceptualized. The series treats domestic Pokmon like pets and in the wild they're conceptualized as being like wild animals, not people. The fact that Pokmon show the behavior of cats and dogs in the games and are treated like cats and dogs hampers that, I think. Having your Pokmon chew on your shoes and bark and howl gives the idea that you're interacting with an animal, not a person.
And this is deliberate because product guides by the Pokmon company have openly stated this and their own creator compared Pokmon to cats and dogs in his own biography, essentially writing that Pokmon are pretty much fantasy pets in the mold of cats and dogs.
