I actually feel the complete opposite. I though the Earth and Wind Temples were easily the best. I like all of the dungeons though, with Dragon Roost Cavern being my least favorite.
Wind Waker is fantastic overall though, as is Twilight Princess. Both are probably too 10 games for me.
