That is because Rockstar is only concerned with GTA Online as it gets them tons of money for no effort, and they lost all the people that made GTA what it was as those people wanted to make a new SP game and Rockstar told them no. GTA is dead now and so is Red Dead as the last few people jumped ship after RDR 2 was finished, there is no one left to make a good SP experiece at Rockstar and the company just does not care.
