The immediate surroundings areas of most big towns are exactly the same. Chicago, outer edges of LA, etc.. But the area is a lot more than just the strip. Even outside the strip, UNLV is right there. And a lot of the poverty level people dont really work in the casinos. Casinos pay pretty well and most of the positions are actually unionized. I dont think you really know about Vegas or its community
