Exactly this, IMO.
Breaking Bad has many of the most exciting/chilling episodes that I have ever seen - Grilled, One Minute, Half/Full Measure, Crawl Space, Salud, Ozymandias, etc.. Better Call Saul is deliberately very slow, but I love every second of it - The characters really do drive the show.
