Yes by far. Because all the story and gameplay of MGS2 gave Raiden "psychopath killer" credit. It's a ridiculous backstory, but there's no other way to explain Raiden and why you are playing him.

In V, there are literally dozens of S+ soldiers that you can collect and play as. They are all worthy to be Big Boss according to MGSV, but why weren't they? No reason. V was just the lucky one picked out.

I mean the easiest way to explain Raiden is the VR. The whole point was memes and scenes > genes, they imprinted a lot on him. Venom being the best in MSF is definitely a lot more impressive than Raiden being the best of a bunch of Liberian child soldiers. Venom's equivalent of VR is all the memory imprinting stuff he goes through.

Even MGS4 says Big Boss was basically for use as propaganda, which fits into MGS3 with how The Boss was meant to take the fall and MGSV with all that other stuff about the other MSF survivors spreading his legend and Venom himself furthering the legend and not Big Boss. Plenty of people could've been as good as him.
