Why does everyone assume NK would just randomly bomb SK in case of military intervention? They're in close proximity to each other but it's not like this is a hostage situation.
That's exactly what it is. The only thing keeping other countries from acting against NK is the fact that they have a massive number of weapons aimed at Seoul, too many to stop before they could be used.
That and China not wanting an American allied country at its doorstep, and SK not wanting to have to deal with the massive refugee and humanitarian crisis that would entail.
So yea geopolitics.
