The Supreme Court has ruled that the acceptance of a pardon is a de facto admission of guilt, so pardoning people in a position to be impeached might prove problematic.

I may or may not be getting this info from an alternate history scenario where Spiro Agnew becomes President and pardons himself, but I'm pretty sure the author knew what they talking about in this case.

Edit: I should clarify that upon further review, the Supreme Court did not directly rule on the concept I mentioned; the ruling was technically on another issue, and there's still debate as to whether or not the Supreme Court's statements on this issue are legally binding.
