It's not better than actual reality because all he's done is replaced himself as the arbiter of what people want. He puts himself as the ultimate conscience of everyone. His entire Palace is supposed to show that. The point near the end where the Thieves have to answer the questions based on what what Maruki thinks is best for you rather than what you think is best for you shows that in the end he's just as corrupt as the other Palace rulers. Along with that, there's the LINE conversation that has Yusuke mention that one of his old friends had his original passion taken away from him and replaced because Maruki didn't think that it would ever make him happy.
Maruki just replaced Yaldy as the grand arbiter, even if his intentions were good, they were distorted which was why he had the Palace to begin with.
