People should not be allowed to excuse illegal or antisocial behaviors due to it being a festive occasion.
If
you allow people to deliberately frighten kids on Halloween, this may
eventually lead to people playing cruel practical jokes, whacking
snakes, stomping weasels, hitting ducks with lemon meringue pies, or
talking like a pirate.
