Which seems presumptuous if they're claiming to be still unaware of the motive. Maybe they've ruled out known links to
terrorist organizations, but as you say, that doesn't mean lone wolf attacks can't be politically or religiously motivated and if their goal if to create panic, what the hell else would you call it except terrorism?
