Logistically this was the best solution.
People will read the headline and think that crates of guns will ship from USA to Israel instead of Uktaine, which is wrong.
USA stores lots of artillery shells in Israel, which only USA can access. In return, USA promises to give some to Israel if they are in war.
A few months ago, USA decided to send the old artillery shells to Ukraine "in the near future" and replace them with new ones. Since they cant have empty storages, they wont send them to Ukraine until they have shipped the replacements to Israel.
Since Israel is now in war, and Biden visited Israel, they decided to remind Biden about their promise.
Waiting for the replacement shells before giving any to Israel can still take months.
So instead of shipping the replacement shells to Israel, they will ship them directly to Ukraine.
