The conversations hang almost all the time for me during sidequests but usually for around 5 seconds. Haven't had one reach 20 seconds. I did trigger a conversation during a sidequest by jump dashing over a character and landed so far away from them that I needed subtitles to know what they were saying.
Most of the glitches I've come across are during sidequests. I don't mean funny, harmless animation glitches but progression glitches where I have to reload a save or exit and enter an area until a quest triggers properly. I almost wish they scrapped all the filler stuff but I can't imagine it took them that much effort to put them in the game in the first place.
