Lance, Barry, and Jon cheated by taking steroids, by having more testosterone because they are male is cheating when they are competing in a all female event when they are male. Just cause these transwomen identify as female does not mean they should be able to compete with real girls/women due to the biological advantage they have.
Against other males these two are weak as fuck but against women they do have an advantage.

Hormone replacement therapy, even as a teenager they'd still be on enough testosterone blockers that they'd have less t. Or none at all since they could very well have been young enough to get puberty blockers before they got far enough through first puberty.
Only 1 in 4 would ever be able to emulate female testosterone levels. The other 3 in 4 would always be higher.
